JOB DESCRIPTION

Duties:

As a member of the dynamic North Coast Transmission Project team in this project delivery-oriented role you will provide environmental support, as environmental work package manager (EWPM), on complex BC Hydro capital projects. This role will focus on the upgrades to the existing transmission lines between Prince George and Terrace, as well as the Capacitor Stations.

The scope includes navigating federal and provincial environmental regulatory processes, and preparing or managing the preparation of information related to potential environmental and socio-economic effects of projects. EWPMs are responsible for the scope, schedule, budget and cost of their work package. The EWPM is expected to have expertise, and a working knowledge of all, disciplines within the scope of the work package, and should consult with subject matter experts within the Environment department as required, while acting as the single environmental point of contact for the project or portfolio of projects.

Close collaboration with our Indigenous Relations (IR) counterparts is essential to developing accurate project schedules and appropriately scaling and delivering the respective scopes of work. To achieve this, the EWPM works closely with IR on those tasks and deliverables (e.g. environmental plans, studies, monitoring) in which Indigenous communities may have an interest in being involved.

In addition, this role will support strengthening our relationships with existing clients by working collaboratively on project teams, developing and/or delivering environmental training, and proposing new ways to better meet our clients' needs.

Applicants should be knowledgeable of relevant standards, policies, practices and procedures, and have the ability to exercise independent judgment in analysis and problem solving for highly complex and medium scope projects. The ability to communicate clearly and confidently and show leadership is essential, including adapting personal communication style to meet the needs of the audience, and anticipating reactions or questions in advance. All team members are expected to act from the perspective of a "One Hydro" approach by offering to lend a hand to help others, and coaching others on application of business knowledge.

Duties may include, but are not limited to:

•Selecting, contracting and managing consultants, as/when required, to assist with the environmental scope of work, as appropriate during all project phases.
•Strategically advising project teams on internal recommendation documents, including budget requests, contract requests, alternatives evaluations, business cases, and overall environmental strategy.
•Writing or leading development of project environmental requirements, including appropriately-scaled assessments of potential project effects on fish and fish habitat, water quality and flow, wildlife, hazardous waste management, contaminated sites, socioeconomic interests, and archaeological and heritage resources.
•Advising project teams on ways to assess and address Indigenous, public, and stakeholder concerns around project environmental risks.
•Acquiring all environmental regulatory permits, including liaising/negotiating with regulators as required, and advising project teams on environmental requirements and potential conditions of regulatory approvals.
•Ensuring that project work is consistent with Environment department policies and processes.
•Providing consistent advice and assistance to project teams on compliance with environmental aspects of BC Hydro's systems and procedures such as Project Portfolio Management (PPM), incident reporting, and compliance audits.
•Pro-actively managing own time to prioritize and oversee project environmental risks across an array of capital projects at various stages of planning or implementation.
•Other Environment, Senior Environmental Coordinator, and/or EWPM-related duties as required or as assigned by your manager.

Qualifications:

•A degree, preferably at the graduate level, relevant to planning, environmental assessment and permitting, natural resources, engineering, geoscience, or an equivalent combination of education and experience.
•Appropriate professional designation (or eligibility for) in British Columbia (e.g. R.P.Bio, P.Ag, P. Eng).
•Minimum of eight years of experience in progressively more responsible positions in the environmental field.
•Project management courses and certification will be considered a strong asset.
•Ability to manage relationships with all various levels of enterprise-wide leadership (employees to executives) and external clients and stakeholders.
•Well developed communication, facilitation, negotiation and interpersonal skills.
•Well developed planning, organizational, analytical and problem-solving skills.
•Experience working with environmental regulators, Indigenous communities, and/or the public, and with multi-disciplinary teams.
•Experience predicting, defining, and managing the environmental risks of large-scale capital projects and programs.
•Availability for travel, sometimes to remote locations and outside normal working hours.
•Must be able to be authorized for both BC Hydro Power System Safety Protection (PSSP) and Work Protection Practices (WPP).

ADDITIONAL INFORMATION

•This is a M&P, Group 44 full-time permanent (FTR) opportunity based at our Edmonds office in Burnaby, BC.
•While our preferred headquartered location is Burnaby, we would also consider Prince George, depending on operational needs and subject to space availability which can be discussed further in the process.
•As part of the selection process, applicants may be required to complete a written test/assessment and/or a presentation as part of the interview process.
•Please note there will be some occasional travel required in this role around the province.
•A condition of employment in this role is that you maintain your Class 5 Driver's License in good standing.
